Electronics and Computer Software Exports Promotion Council (ESC)

An individual or a company manufacturing or trading can apply to be a member of the ESC. The list of the sectors that the applicant should be dealing in is as follows:

This above mentioned list is not exhaustive. It may contain additional associated categories that are acceptable under registration.

After the applicant has determined the category, he/she would be required to submit the relevant documents. The list of documents that are a part of the application procedure are:

• A self-attested copy of the Importer-Exporter Code (IEC) issued by The Directorate General of Foreign Trade (DGFT)
• A copy of the partnership deed/ trust deed/ Memorandum and Articles of Association (MoA) & (AoA) of the company
• Details of names, residential addresses, and contact numbers of all the Partners/ Directors is required, and should be duly signed by the authorized signatory
• If the registration is under the manufacturing segment, a copy of proof that the applicant is a manufacturer is required. It can be a copy of SSI registration certificate, EPZ approved letter, SIA certification, etc.
• A certificate issued by the Chartered Accountant certifying the preceding year’s export turnover figure (FOB in Rupees) is mandatory. In case of no exports in the previous year, a NIL certificate must be obtained and attached
• Applicable amount of Annual Membership Fees is to be paid through Demand Draft or Cheque payable at par drawn in favor of “Electronics and Computer Software Export Promotion Council” payable at New Delhi. Details of the same are:

ESC, as an organisation that is set up with the objective to promote and develop the exports of Electronics and Computer related goods and services, offers a range of benefits to its Members. As an issuing authority under Export Promotion Councils (EPC), ESC issues a Registration-cum-Membership Certificate (RCMC) to its members. As per para 2.56 of Foreign Trade Policy of India, RCMC is necessary to avail:

1. Authorisation to export/import any item (items listed as Restricted in ITC (HS) are exempt).
2. Any other benefit or concession under FTP such as:

a) Advanced Licence

b) Duty Drawback Scheme

This scheme, run under the administration of the Department of Revenue, allows a claim for duty refund for exported products made out of duty paid inputs. It can be availed in two ways:

i) All Industry Rates: As per schedule

ii) Brand rate; As per application on the basis of data provided or documentation.

c) Deemed Export Benefit

Deemed Exports will be made available for a refund of the duty paid on import of goods or inputs used in manufacturing.

d) Merchandise Exports From India Scheme (MEIS)

e) Any other license to import/export.

Additionally, the members benefit from the linkage of ESC with the government for trade fair in India and abroad, and with the foreign companies for buyer-seller matching, and catalogue shows.

Availability of Trade Finance, Export Packing Credit, and Export Bill Discounting has helped exporters considerably in easing the burden of duties and credits, and the economy by providing instruments to channel the flow of increasing exports of Electronics and Computer Software products.

What is ESC? How does it work?

ESC is an Export Promotion Council aimed at developing the electronics equipment and computer software and ITeS exports. A person or a company needs to become a member under the mentioned guidelines to avail various benefits entailed for promoting and developing exports.

Is it compulsory to be a part of the EPC to become a member of the ESC?

Under the Foreign Trade Policy of India, exporters are required to register with EPC citing their main line of business. They are also mandated to report their export turnover on a quarterly basis in a prescribed format to the EPC.

What are the services provided by the council to the members?

A range of benefits like information on market through market research, surveys, periodicals, and statistical reports; facilitation on participation in global expositions, and conferences; assistance in implementing government assisted programmes; matching buyers and sellers; visa recommendations for business trips, etc. can be availed as a Member of the body.
