The government under the banner of the Ministry of Housing and Urban Affairs (formerly known as Ministry of Urban Development) established the Building Materials and Technology Promotion Council (BMTPC). BMTPC is formed to culminate the needs of the developing nation into the resources that the government could provide in enhancing the efficiency of this sector. Their major focus has been the development of homogenized approach to have an environmentally friendly, efficient, and disaster-resistant building materials and technologies for sustainable housing.

The Council over the years has developed a repertoire through building relationships with various Research and Development Institutions, Government organisations, Universities, Public Agencies, and Domestic and International Federations like World Bank, UNCHS, UNIDO, Asian Development Bank, etc. The council has developed relationships with these entities to support the desired services of technological upgradation, skill development, methodological solutions etc. to various stakeholders of the construction sector. This sector requires monumental financial support, the help of which is also facilitated by this Council through its association with domestic and international banks, financial institutions and World Bank.

Citizens are expected to assist the Council in carrying out its duties, notify senior officers about any pending grievances that have not been attended, and contact the Council for any suggestions they have for improving the body and its services. The Council also adheres to the grievances raised by various stakeholders of the construction industry.
