When the Central Government implemented the Real Estate Development and Regulatory Act 2016 and urged all the states to adhere to the new set of rules, the government of West Bengal followed a different path altogether. Instead of RERA, the state implemented something called West Bengal Housing Industry Regulation Act (WBHIRA).

The steps that Promoters can follow to Sign Up/Register with WBHIRA are:

Step 1: Visit the official website of WBHIRA at https://hira.wb.gov.in/.

Step 2: Click on the ‘Online Registration for Real Estate Project/Real Estate Agent/ Complaint’ link under the “Online Registration” tab.

Step 3: You will be redirected to a new page where you will have to fill out a registration form. Provide the required details, enter captcha and click on “Register”.

How to Sign In to Register a Real Estate Project with WBHIRA?

The steps that Promoters can follow to Sign In with WBHIRA are:

Step 1: Visit the official website of WBHIRA at https://hira.wb.gov.in/.

Step 2: Select the “Upload Real Estate Project Details” option from the “Login” tab.

Step 3: You will be redirected to a new page where you will have to enter your User ID and Password and click on “Continue” to complete the login process.

The steps to register a project with WBHIRA are:

Step 1: Visit the official website of HIRA West Bengal at https://hira.wb.gov.in/.

Step 2: Click on the ‘Online Registration for Real Estate Project/Real Estate Agent/ Complaint’ link under the “Online Registration” tab.

Step 3: You will be redirected to a page where you will be required to login. Enter the details and click the “Continue” button to proceed as per the next directives.

Registration Fee for Promoters

For Residential Projects (where the proposed land area is not more than 2,000 sq/m)	Rs. 10 per sq/m
For Residential Projects (where the proposed land area is more than 2,000 sq/m but less than 5,000 sq/m)	Rs. 20 per sq/m
For Residential Projects (where the proposed land area is more than 5,000 sq/m)	Rs. 30 per sq/m
For Commercial Projects	Rs. 30 per sq/m

For an individual real estate agent	Rs. 25,000
For anyone other than an individual	Rs. 2,50,000

Documents and Information Required

From a Promoter for the Registration of a Real Estate Project

• A copy of PAN card
• Audited balance sheet for the preceding financial year and ITR for three preceding financial years
• Total number of open parking areas as well as parking areas available in the concerned real estate project
• A copy of legal title deed
• Details of encumbrances on the land on which the development is proposed
• A declaration stating that the promoter shall not discriminate against any allottee at the time of allotment of a property
• All existing project details including the status of the project, total area and built up area

From a Real Estate Agent for the Registration of a Real Estate Project

• A copy of PAN card
• Enterprise details including its name, type and registered address
• Particulars of registration including the bye-laws and memorandum of association
• Photograph of the real estate agent (if individual) and partners, directors (in case of other entities)
• ITR of last 3 financial years
• Land-related legal documents
• A copy of address proof of the place of business

How to File a Complaint with WBHIRA?

Step 1: Visit the official website of HIRA West Bengal at https://hira.wb.gov.in/.

Step 2: Click on the ‘Online Registration for Real Estate Project/Real Estate Agent/ Complaint’ link under the “Online Registration” tab.

Step 3: Sign In with your User ID and Password and click on “Continue” to proceed further with the process of filing the complaint.
