EEPC India – Categories, Membership, Fees, Documents

Engineering incorporation who is exporting the production or simply dealing in trading through exports can apply online. It is necessary to have a Digital Signature Certificate (DSC) along with the Token to duly sign the online application. The categories of the membership are as follows:

a) Associate Member: Any person who has obtained an Import-Export Code (IEC) number from the Director General Foreign Trade, Government of India (DGFT) in respect of the product associated, is eligible to become an Associate Member of the Council.

b) Ordinary Member: A person must fulfill the following requirements to be eligible to apply as an Ordinary Member:

• The person, or their represented entity, must have been the part of the Council as an Associate Member for at least 3 years
• A minimum of the below-mentioned average turnover for 3 immediately preceding years must be met by the applicant:

Average export T/O of 3 immediately preceding years for MSME	Average export T/O of 3 immediately preceding years for Others
INR 30 lakh	INR 50 lakh

• It is mandatory for the Associate Member to make an application in the prescribed format expressing his/her willingness to become an Ordinary Member

If the performance of an exporter during the immediately preceding 3 financial years has been below the prescribed average, the Council may, after giving a fair hearing to the Member, change his/her Ordinary Membership to an Associate Membership.

c) Affiliate Members: For persons who are dealing in products that are categorized as non-engineering items based on their Harmonized System (HS) codes but are in conjunction with the engineering sector can apply as an Affiliate Member.

An online application would require the person to upload the necessary information in the form of documents.

The fee schedule for existing members based on the export turnover of the firm during the immediately preceding year is given below.

A Registration-cum-Member-Certificate (RCMC) will be issued by the council to the applicants whose registration is accepted. A RCMC is the most essential document that assists in availing a plethora of benefits made available by the Exports Promotion Council.

The following documents are mandated for successful completion of the application:

• The primary document that would certify entrepreneur’s export business is the Import-Export Code (IEC) number issued by the Licensing Authority. A self-attested copy of the IEC certificate is required
• A certificate, not older than 6 months from the date of application, issued by a Chartered Accountant (CA) certifying the export turnover value (FOB in Rs.) of the preceding year is required. In case of no exports during the last year, a NIL certificate must be obtained from the CA
• The incorporation needs to furnish its bank details. Therefore, a cancelled cheque that includes bank name, branch and IFSC Code is to be provided. If any of the detail is missing, the applicant will have to provide an additional document
• A list containing information on name and address of Partners or Directors of the incorporation is mandatory
• If the registration is made as a Manufacturer, the applicant should also submit the following,

1. Self-attested copy of Registration Certificate/ Industrial Licence of the Manufacturer-Exporter Registered with the concerned Authority.
2. Self-certified copy of Manufacturer-Exporter Registered under MSME Act, 2006.
3. Other documents like Excise return or certificate from the excise department can be attached as additional proof for the status of the Manufacturer.

The applicant must also pay the required fees through a demand draft or a cheque drawn in favour of ‘EEPC India’ payable at Kolkata.

Who are eligible for the Membership of EEPC India?

Manufacturers, traders, and processors of engineering goods can apply for the Membership. Institutes, Chamber of Commerce, and Trade Associations can also be a part of the Council.

What is a Panel?

The broad distinction of engineering goods and services is called a product panel. Each panel has been set up keeping in mind the diverse nature of engineering products so that concentrated efforts can be made to grow the particular sub-sector.

Is the Registration-Cum-Membership-Certificate (RCMC) mandatory?

Anyone applying for Licence to import or export, or for availing benefits or subsidies is required to have a RCMC granted by the competent authority.

How does EEPC communicate with its members about important policy changes?

A member is notified about government circulars or changes in policies via emails and weekly bulletin.
