The Real Estate (Regulation and Development) Act 2016 was enacted by the Indian government for regulating real estate sector across the country. The Act includes provisions that safeguard the interest of homebuyers and real estate developers. For smooth implementation, regulation and promotion of the real estate in the State of Goa, the Government of Goa established Goa Real Estate Regulatory Authority (Goa RERA). The Goa Real Estate (Regulation Development) Rules were notified by the Government of Goa on 24 November 2017. To provide online registration of real estate agents, projects and consumer complaints an online platform was launched in 2018.
How to Register a Real Estate Project under RERA Goa as a Promoter
Step 1: Visit the official website of Goa RERA at https://rera.goa.gov.in/reraApp/home.
Step 2: Click on the ‘Project Registration’ icon to redirect you to the Real Estate Project Registration webpage.
Step 3: Enter your email ID and click on the ‘Generate OTP’ button. A one-time password (OTP) will be sent on the provided email ID.
Step 4: Choose the ‘Promoter Type’ and enter the ‘OTP’ sent to your email address by RERA support click on the ‘Next’ button.
Note: If you do not receive the OTP, click on the ‘Resend OTP’ button to receive the OTP in your mail.

Step 5: In the ‘Promoter Details’ section, provide the required details such as your name, photograph, father’s name, PAN, Aadhaar number, GST registration number, contact umber and complete address.
Note: Applicants can upload photograph in either in Image or PDF format. Also, the maximum size of the image should not exceed 1 MB.
Step 6: In the ‘Promoter Details’ page, if there is no authorized person, select ‘NO’ else select ‘YES’ and a new section ‘Authorized Person Details’ will appear.
Step 7: In the ‘Authorized Person Details’ section, provide the details of the authorized person such as the name, mobile number, email address, complete address, photograph and an authorization letter.
Note: The photograph can be either in Image or PDF format. The maximum size of the image should not exceed 1 MB. Also, uploading the Authorization Letter is optional. If you choose to provide the letter, upload it either in PDF or Image format. The maximum size of the file should not exceed 1 MB.
Step 8: Adding projects launched in the last years is optional. To add the list of projects, click on ‘Add More’ and a new section ‘Projects launched in last 5 years’ will appear.
Step 9: If there are projects launched in the last five years, then provide the details of the project such as its name, description, postal address, current status and the type. If there is any case pending, then select ‘YES’ and enter the case number, else select ‘NO’. Similarly, if any payment pertaining to the project land is pending, click ‘YES’ and enter the outstanding amount, else select ‘NO’. After providing all details, click on the ‘Next’ button. Doing so will save the details on the current page and redirect you to the ‘Other Promoter Details’ section.
Step 10: The ‘Other Promoter Details’ section is optional. If the section is not applicable, click on the ‘Delete’ link to proceed further. Otherwise you will be moved to the next page ‘Promoter (land owner or investor) Details’, where you will be required to provide the promoter’s contact details and separate bank account details. Once done, click the ‘Next’ button to move to the next page ‘Project Details’.
Step 11: In the ‘Project Details’ page, provide the project details, development details, external development work details, FSI/FAR details, separate account details and associated vendor details. Once done, click the ‘Next’ button to move to the next page ‘Upload Documents’.
Step 12: In the ‘Upload Documents’ page, upload all supporting documents along with the site photograph. Click on ‘Next’ and you will be moved to the ‘Payment Details’ page.
Note: Site photo, encumbrance, approved layout plan and sanctioned layout plan must be uploaded only when applicable. If all documents are not handy, applicants can upload the ones available to save the form partially. Also, the size of PAN card and site photo should not exceed 1MB. The size of approved sanction plan, approved layout plan, draft agreement for sale, land documents and location, area development plan, brochure of current project and land deed/agreement should not exceed 30MB. The size of the remaining documents should not exceed 5MB.
Step 13: The ‘Payment Details’ page will capture the payment details made by the applicant towards the project either through Demand Draft, NEFT or RTGS.
Step 14: To upload the remaining documents, click ‘Previous’, else click the ‘Preview Registration Form’ button to preview the details in the form.
Step 15: To submit the form, click the ‘Submit’ button. After submitting the form, the applicant will receive a message of successful registration on their registered email address.
Once the form is submitted online, it will be forwarded to the Goa Real Estate Regulatory Authority. The approval or decline of the project registration will be communicated to the applicant by email on the applicant’s registered email address.
How to Register a Real Estate Agent under RERA Goa
Step 1: Visit the official website of GRERA at https://rera.goa.gov.in/reraApp/home.
Step 2: Click on the ‘Real Estate Project Registration’ icon to redirect you to the Real Estate Project Registration webpage.
Step 3: Enter your email ID and click on the ‘Generate OTP’ button. A one-time password (OTP) will be sent on the provided email ID.
Step 4: Choose the ‘Agent Type’ and enter the ‘OTP’ sent to your email address by RERA support click on the ‘Next’ button.
Note: If you do not receive the OTP, click on the ‘Resend OTP’ button to receive the OTP in your mail.

Step 8: Once the payment is complete, confirm the registration to finish the process. After submitting the form, the applicant will receive a message of successful registration on their registered email address.
Documents and Information Required
List of documents and information required from a Promoter for the Registration of a Real Estate Project
- A copy of PAN card
- A copy of legal title deed
- Details of encumbrances on the land on which the development is proposed
- Audited balance sheet for the preceding financial year and ITR for three preceding financial years
- A declaration stating that the promoter shall not discriminate against any allottee at the time of allotment of a property
- All existing project details including the status of the project, total area and built up area
- Total number of open parking areas as well as parking areas available in the concerned real estate project
List of documents and information required from a Real Estate Agent for the Registration of a Real Estate Project
- A copy of PAN card
- Photograph of the real estate agent (if individual) and partners, directors (in case of other entities)
- Enterprise details including its name, type and registered address
- A copy of address proof of the place of business

How to File a Complaint with Goa RERA
Step 1: Visit the official website of Goa RERA at https://rera.goa.gov.in/reraApp/home.
Step 2: Click on the ‘Complaint Registration’ icon to redirect you to the Complaint Registration Form.
Step 3: Fill the Complaint Registration Form, make the payment and click on ‘Pay and Submit’.
